From March 30th to 31st, a training session on the pilot work of "Cross domain Filing and Litigation Services" for courts nationwide was held in Quanzhou, Fujian.
It is reported that the Supreme Court has decided to pilot cross domain filing and litigation services in some provincial and municipal courts.
In accordance with the reform requirements of "trial and error" and based on the actual litigation service work in various regions, 7 higher people's courts and 7 intermediate people's courts have been designated as pilot courts for cross domain filing and litigation services.
The meeting believes that promoting cross domain filing and litigation services is an inevitable requirement for implementing the five development concepts, advancing the modernization of the national governance system and governance capacity, adhering to the principle of justice for the people, and supporting the reform of the filing and registration system. In the process of implementing cross domain filing and litigation services, the people's court should publicly disclose the service standards, service processes, complaint phone numbers, etc., including registration and filing. This forms an open mechanism, forcing the people's court to strictly implement the filing and registration system, effectively safeguarding the parties' rights to information and supervision.
The meeting emphasized that pilot courts should carry forward the spirit of reform and innovation, respect judicial laws, focus on the function of litigation services, and deeply promote cross domain filing and litigation services in the local area, striving to provide more replicable and referenceable templates for courts nationwide to promote cross domain filing and litigation services. We need to strengthen the organizational leadership of cross domain litigation services, enhance the manpower allocation for cross domain litigation services, strengthen the institutional construction of cross domain litigation services, enhance the information security of cross domain litigation services, and strengthen the publicity and guidance of cross domain litigation services.
Ma Xinlan, Secretary of the Party Group and President of the Fujian Provincial High People's Court, attended the meeting and delivered a speech. During the conference, five pilot courts including Fujian High Court, Quanzhou Intermediate Court, Zhejiang High Court, Jiangsu Yancheng Intermediate Court, and Sichuan Chengdu Intermediate Court introduced and exchanged their pilot work experience. The attendees watched a special film on the construction of the Fujian Court Litigation Service Center, visited the Quanzhou Intermediate People's Court Litigation Service Center, and witnessed the on-site demonstration of cross domain filing by the Jinjiang Court. They were divided into groups to discuss relevant issues.
